Grants

The City of Tulsa receives federal allocations through Community Development Block Grant (CDBG), Home Investment Partnership Grant (HOME) Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA).

Grants Administration coordinates and oversees all aspects of the grant submissions and provides oversight to ensure ethical compliance. In addition, Grants Administration provides support to City departments to ensure the implementation of policies and practices are in compliance with applicable Federal, State, and local laws, regulations, and contract stipulations. Grants also provides expertise in budgeting, reporting and contract and compliance monitoring.


HUD Accomplishments Report

The City is pleased to share a summary of the accomplishments achieved for Program Years 2022 and 2023 in the HUD Accomplishments Report below. This funding comes from the following HUD programs: Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA). Additionally, the City received Coronavirus Aid Relief and Economic Security (CARES) Act funding creating CDBG-CV and ESG-CV activities.


Notice of Public Hearing and Public Comment Period 

The HUD Community Development Committee for the City of Tulsa will hold a Public Hearing on the Program Year 2024 Consolidated Annual Performance and Evaluation Report (PY24 CAPER). The CAPER draft will be online and available for public comment period from September 4, 2025, through September 19, 2025. Any comments can be emailed to grantsadmin@cityoftulsa.org.

The purpose of the hearing is to consider the CAPER draft and to receive comments from the public.
