Purpose: Title 5 – Boards, Commissions and Committees, Chapter 13 – Animal Welfare, Section 1301. - Powers and duties. A. The Commission shall have power to promulgate rules and regulations governing the conduct of its meetings and the performance of its duties. The Commission shall hold at least two (2) regular meetings in each calendar quarter and a majority of members of the Commission shall constitute a quorum for the transaction of business. A majority vote of the quorum shall be required for official action by the Commission. B. The Commission shall provide advice and advocacy to improve the care of animals at Tulsa Animal Welfare facilities; support animal control efforts; increase opportunities for animal adoption; address pet overpopulation; educate the public on the obligations of responsible pet ownership and the importance of spaying and neutering; and advise the public and City staff to ensure that neighborhoods and residents are safe from the dangers and nuisances of stra |

MEMBERS: 5 members appointed by the Mayor, subject to the confirmation of the City Council. The Mayor shall designate 1 initial appointee as Chair of the Commission, subject to City Council confirmation. Subsequent to the initial term described in Section 1300(A), below, the Commission shall elect a Chair from among its members.
TERMS: 3-year terms, provided, however, that all members shall hold office until their successors are appointed and qualified.

Arts Commission of City of Tulsa (ARTS)

The Commission is charged with assisting the City in matters concerning public artwork, giving guidance in purchases and maintenance of existing artwork, providing a source of respected opinions and advice concerning public matters having aesthetic implications, reviewing public signage issues (including neighborhood signs), stimulating superior aesthetic quality in all phases of physical development within the community and assisting in the procurement of additional works of public art. |

| Restriction: |
MEMBERS: The Commission shall be composed of 13 members appointed by the Mayor, subject to the approval of the Council. 4 members shall be a broad representation of professionals, artists, or adjacent professionals with experience in a variety of fields including, but not limited to, technical or digital art, curation, sculpture, finance, or law. These members may also include individuals with demonstrated affinity for the arts, and/or with experience in any of the fields listed for the remaining members in this section. The remaining members shall include at least 1 musician, 1 performing artist, 2 architects, 1 landscape architect, 2 visual artists, 1 arts educator or arts administrator, and 1 representative of an arts and cultural organization serving and situated within the City of Tulsa. The Chairperson of the Tulsa Metropolitan Area Planning Commission, the City-County Library Board, and the Tulsa Park and Recreation Board or their designees shall be advisory members of the Commission. In instances where matters within the purview of the Commission fall within the jurisdiction of any governmental entity or agency not a part of the government of the City of Tulsa, such as an Independent School District, the chief administrative officer of the affected entity or agency shall be added to the membership of the Commission during consideration of the individual project in which his agency is concerned. Such temporary membership shall not entitle the member to vote. TERMS: 3-year terms; provided, however, that all members shall hold office until their successors are appointed and qualified.

MEMBERS: 15 members of Asian American ancestry appointed by the Mayor and confirmed by a majority vote of the entire membership of the Council: 1 member shall be a member of the largest Asian American community in the City of Tulsa at the time of appointment, 1 member shall be a member of the second largest Asian American community in the City of Tulsa at the time of appointment, 1 member shall be a member of the third largest Asian American community in the City of Tulsa at the time of appointment, 1 member shall have extensive experience in K-12 or higher educational institutions, 1 member shall be a Tulsa area community leader, 1 member shall own a majority interest in a business enterprise or hold a position as a Tulsa area business leader, 1 member shall have extensive experience in the field of public policy or immigration law, 1 member shall be a public health advocate, and 7 members shall be members at large appointed at the Mayor's sole discretion.
TERMS: The terms of the initial fifteen members of the Commission shall be calculated as beginning on and from January I, 2024, regardless of their date of appointment and confirmation. The 3 members representing the three largest Asian American communities shall serve 2-year terms. The 5 members having other special qualifications shall serve 4-year terms. The 7 at-large members shall serve 3-year terms. Thereafter, all appointments shall be for terms of 3-years.
Note: Pursuant to the Amended Charter of the City of Tulsa, Article III, Section I .4 (G), each of the fifteen members of the Commission shall, as a condition of their appointment, and continued service, be qualified electors and maintain their principal residence within the city limits of the City of Tulsa.

MEMBERS: The Audit Committee shall consist of 7 members, to-wit: the Mayor, or his or her designee, the City Auditor, or his or her designee, the current Chair of the City Council, or his or her designee, and 4 citizens at-large who shall be appointed by the Mayor, subject to the approval of the Council. Of the four (4) citizen appointees, the Mayor shall select individuals who are qualified due to experience with financial or auditing matters and who are not employees of the City of Tulsa.
TERMS: The at-large committee members shall be appointed for 3-year terms ending December 31st of the third year following, provided, however, that all members shall hold office until their successors are appointed and qualified.

MEMBERS: The Beyond Apology Commission shall consist of 13 individuals appointed by the Mayor. 1 appointee shall be a designee of the Mayor, 1 appointee shall be the City Councilor representing the historic Greenwood District or their designee, and the other 11 appointees shall be nominated through an application process facilitated by a working group described in Section 4. Membership of the Commission shall consist of the following: the Mayor or their Designee, a City Councilor representing the historic Greenwood District or their Designee, a Youth (18-24 years old), Elder (60 years or older), a1921 Race Massacre Descendant, a North Tulsa Community Leader, a Policy and Legislative Expert, a Housing Equity Expert, a Health Equity Expert, an At Large, an At Large, an At Large, and an At Large.
TERMS. The terms of the initial 13 members of the Commission shall be calculated as beginning on and from July 1, 2024, regardless of their date of appointment and confirmation. The Mayor and City Council designees shall serve ex officio until replaced by a subsequent appointment. The Youth, Elder, 1921 Race Massacre Descendant, and Policy and Legislative Expert members shall serve an initial 3-year term. The North Tulsa Community Leader, Housing Equity Expert, and Health Equity Expert members shall serve an initial 2-year term. The At-Large members shall serve an initial 1-year term. After initial terms, all members except for ex officio members shall serve 3-year terms. Unless an appointment is created by a vacancy, appointees shall serve until their successors have been confirmed.

MEMBERS: There is hereby created an Election District Commission, which shall consist of 5 members, to be appointed by the Mayor subject to confirmation by a majority vote of the entire membership of the Council. Of the 5 said members, 2 shall be affiliated with the political party having the largest number of registered voters within the city as of the date of the preceding general election, 2 shall be affiliated with the political party having the second largest number of such voters, and 1 shall be an independent voter. Said members shall not have changed their political party affiliation within the last year. All members shall be registered voters and residents of the City of Tulsa. No 2 members shall be residents of the same Council district at the time of their appointment. The appointments shall be made, and the Election District Commission shall be organized no later than the 1st day of July, 2021, and no later than the 1st day of July of each tenth year thereafter. In the event the members of the Election District Commission are not appointed within the times herein provided, such appointments shall be made by the Presiding Judge of the District Court of Tulsa County. No City of Tulsa employee, contractor or elected official shall be appointed to serve on the Election District Commission. If a vacancy shall occur in the Election District Commission, a qualified successor shall be appointed within 20 days after the date the vacancy occurs as provided for original appointments. |

MEMBERS: 13 Trustees who shall all be citizens and residents of the Beneficiary consisting of: the Mayor of the City of Tulsa or a Designee (the Mayor may appoint an officer or full-time employee of the City of Tulsa to attend meetings of the Trust as the representative of the Mayor and such representative shall be vested with all rights, privileges, duties and responsibilities of the Trustees as herein provided, for the period of such appointment) and each of the 5 Commissioners of the Tulsa Development Authority, who shall be ex-officio Trustees with all rights, privileges, duties and responsibilities of the Trustees as herein provided, and shall serve for their respective terms of office and be succeeded by their successors in office, and 7 additional Trustees appointed by the Mayor subject to the approval of the City Council.
TERMS: 3-year terms commencing on the date of City Council approval of the Mayor's appointment and ending 3 years following the end of the then-current fiscal year, with each term expiring on June 30 of the relevant calendar year |

The City Trustees shall, during the term of the Trust, consist of the members of the Tulsa Airport Authority in office from time to time. When any person has been appointed and qualified as a member of the Tulsa Airport Authority, he or she shall thereupon be deemed to have accepted appointment as Trustee of this Trust, and shall continue as a Trustee so long as he or she remains a member of the Tulsa Airport. Authority. If any member of the Tulsa Airport Authority shall refuse to act as Trustee of this Trust, then the Mayor of the City of Tulsa shall appoint another person to serve as Trustee, subject to confirmation by the City Council of the City of Tulsa. Any person so appointed by the Mayor must be a resident of the City of Tulsa.
The County Trustees shall be appointed by the County Commissioners of the County of Tulsa and the each County Trustee shall be for a term of four years. A County Trustee may be re-appointed to serve successive terms. A person appointed as a County Trustee may also be serving as a County Commissioner or other elected county official.

Members of the Preservation Commission shall have a demonstrated interest in historic preservation, as required by the Oklahoma State Historic Preservation Office, to maintain Certified Local Government status with the National Park Service. The Preservation Commission shall be composed of nine (9) voting members and two (2) non-voting, ex officio members appointed to positions within the following three (3) classifications: Professional members, Historic Property Owner members, and Ex Officio members. The non-voting Ex Officio membership shall be composed of two (2) members as follows: a member of the Arts Commission and a member of the Planning Commission. No member shall serve more than three (3) consecutive terms of office. This limitation shall not be applicable to Ex Officio members and members served by a member prior to October 1, 2011. The Tulsa Route 66 Commission is created for the purposes of advising the Mayor and Council:
A. On research and identification of best practices or examples of successful community revitalization and building effective strategies for leveraging tourism for economic development along historic Route 66 in the City of Tulsa.
B. On ideas and proposals to develop a comprehensive marketing and communications strategy to promote the road that leverages social media and provides a cohesive website and a clearinghouse for information.
C. On ideas and proposals on strategies to educate the public, tour operators, communities, entrepreneurs, governments and the next generation about the history, cultural importance, economic value, attractions, and business opportunities along historic Route 66 in the City of Tulsa.
D. As to the Commission’s identification of efforts and case studies that demonstrate the effectiveness of leveraging Route 66 tourism for economic development purposes to draw suppo |
| Schedule: |
The Tulsa Route 66 Commission shall create and fill such offices as it may determine are necessary for the performance of its functions. It shall hold at least one (1) regular meeting in each month. It shall adopt rules for the transaction of business such as election of officers and subcommittee structure and shall keep a record of its resolutions, transactions, findings and determinations. |
| Restriction: |
The Commission shall be composed of nineteen (19) members appointed by the Mayor and confirmed by the Council. The members shall be thirteen members representing a diverse array of Route 66 street alignments, Council districts, and industries, and the following individuals or their designees: the Tulsa City Councilors for Districts 1, 2, 3, 4, 5, and 6. However, no more than four (4) individuals holding the office of City Councilor shall personally hold the commission seat at any time.
TERMS: Beginning July 1, 2024, one-third (1/3) of the members shall be appointed for terms of one (1) year; one-third (1/3) for terms of two (2) years; and one-third (1/3) for terms of three (3) years. Thereafter, members shall be appointed for three (3) year terms; provided, however, that all members shall hold office until their successors are appointed and qualified. Members of the Commission shall serve without compensation and no member shall receive any compensation from the City or from any trust, donation or legacy for any service relating to membership on the Commission.

Tulsa Utility Board (TUB)

The Tulsa Utility Board may exercise full, complete and exclusive rights, powers, and duties in performing each and all and every of the things to be done and performed in the construction, extension, improvement, operation, management, and maintenance of the waterworks system and system of sanitary sewers and sewage disposal plants of the city. It shall be the mandatory duty of the Tulsa Utility Board to fix and establish rates and prices for services rendered and commodities sold sufficient to meet the mandatory provisions elsewhere provided in this Article and it shall be the mandatory duty of the Council to approve all such rates and prices herein authorized to be fixed and established by the Tulsa Utility Board. The Tulsa Utility Board may enter into such contracts necessary for the performance of its duties and may appoint, employ, and contract for the services of superintendents, attorneys, managers, hydraulic, civil and management engineers, and such employees necessary for the |

The Tulsa Utility Board shall hold such regular and special meetings as are necessary; provided, the Tulsa Utility Board shall hold at least one (1) regular meeting each month. All meetings shall be open to the public as provided by the laws of Oklahoma. No act of the Tulsa Utility Board shall be valid unless such act shall have received the affirmative vote of a majority of all the members of the Tulsa Utility Board. |

Tulsa Utility Board which shall consist of the Mayor and six (6) members appointed by the Mayor, subject to confirmation by a majority vote of the entire membership of the Council. Each appointed member of the Tulsa Utility Board shall be a qualified elector of the city. Not more than three (3) of the appointed members of the Tulsa Utility Board shall be members of or affiliated with the same political party. Appointed members of the Tulsa Utility Board shall not hold or be candidates for an elective public office. The Mayor may authorize an officer or employee of the city to attend meetings of the Tulsa Utility Board as the representative of the Mayor and such officer or employee shall be empowered to act and vote as a member of the Tulsa Utility Board. Section 2.7. - Term of office. Members of the Tulsa Utility Board serving as of the effective date of this amended Charter shall continue to serve until the expiration of their respective terms. Upon the expiration of the terms of such members of the Tulsa Utility Board, appointments shall be made for terms of four (4) years. |
