Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER is an evaluation and performance report required by the Department of Housing and Urban Development (HUD). At the end of each fiscal year, the CAPER details the City of Tulsa's accomplishments toward meeting the goals outlined in its Consolidated Plan. The CAPER compares the actual performance measures with the performance measures listed in the Action Plan, which is developed before the fiscal year. The CAPER reports on activities funded by the federal HOME Investment Partnership (HOME), Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) programs.

Consolidated Plan

In order for the City of Tulsa to receive certain community development, housing and homeless services funding, the U.S. Department of Housing and Urban Development (HUD) requires a Three to Five-Year Consolidated Plan. This Plan serves as the planning guide for entitlements funded under the Community Planning and Development (CPD) formula to include the following grant programs:

  • Community Development Block Grant (CDBG)
  • HOME Investment Partnership (HOME)
  • Emergency Shelter Grant Program (ESG)
  • Housing Opportunities for Persons with AIDS (HOPWA)

Tulsa receives funds from HUD to carry out activities that will primarily benefit low- and moderate-income households. The intent of the Consolidated Plan is to provide the community with a blueprint for effectively spending these federal grant funds. It integrates economic, physical, environmental, community, and human development in a comprehensive and coordinated fashion.

Substantial Amendment to the Consolidated Plan/Annual Action Plans

The City is planning to propose a Substantial Amendment to the Consolidated Plan/Annual Action Plans for Program Years 2008-2009 and 2009-2010.

This document will be available for a 30-day public review and comment period from January 10, 2011 through Noon, February 9, 2011 at the following locations:

  • City of Tulsa - City Clerk's office, 175 E 2nd Street, 2nd floor
  • INCOG - 201 W. 5th Street, Suite 600
  • Central Library - 5th Street and Denver Ave.
  • and all four Regional Libraries (Hardesty, Martin, Rudisill and Zarrow).

Analysis of Impediments (AI) to Fair Housing Choice

An "Analysis of Impediments to Fair Housing Choice," is required by the U.S. Department of Housing and Urban Development as a result of the City receiving CDBG, ESG, HOPWA, and HOME grant funds. The goal of the research is to identify whether barriers and adverse policies exist in a variety of areas, including housing rentals and sales, banking, insurance, and real estate industries. The study also examines public and administrative policies and practices that may inadvertently lead to discrimination against protected classes.

Over the past several months, the City of Tulsa has conducted a study concerning fair housing compliance and impediments to fair housing choices throughout the city. The study analyzed mortgage application data, fair housing complaints and the fair housing service delivery systems, as well as any media reports regarding fair housing. The study also included the opinions and experiences of people who are knowledgeable about housing and fair housing compliance issues through a survey, focus groups, and public forums.
