Neglected Vacant Building/Residential Structure
Over the past few years, the City has experienced an increase in the number of neglected vacant properties. In an effort to ensure that neglected vacant properties do not create health, safety, and crime issues, the City Council passed Title 24A, Neglected Vacant Buildings Registry and Maintenance. Many other cities throughout the region and nation have adopted similar ordinances. The City of Tulsa encourages all property owners to educate themselves with the new Title 24A.

What is a neglected vacant building/residential structure?
A neglected vacant building/residential structure is a building, regardless of the use, the square footage or the presence of more than one living unit, a portion of a building, residential structure, or a structure which is any one or more of the following:

  1. Unoccupied and unsecured;
  2. Unoccupied and secured by other than normal means;
  3. Unoccupied and an unsafe building or residential structure with suspected code violations as determined by an Enforcement Officer;
  4. Unoccupied and an Enforcement Officer has issued an order to correct code violations.

The owner of a vacant property is required to:

  1. Register the structure with the City of Tulsa using the following form
  2. Submit a structure plan to:

a.  Demolish the structure
b.  Maintain and secure a structure if it is to remain vacant*
c.  Rehabilitate the structure, to include a complete construction schedule*

* Should the owner elect option b (structure to remain unoccupied) or c (structure to be rehabilitated) then, in addition to the written plan the owner must (1) submit the insurance as described in Section 202 hereafter or (2) deposit with the City to be held in escrow, an amount of cash sufficient to cover the costs of demolition of the subject structure in the event the owner fails to perform as promised in the plan.

Failure to register
If an owner fails to register the property within 30 days of notice from the City, the owner shall be subject to all penalties within Title 24 and Title 24A.

Inspection
The Enforcement Officer may inspect any premises in the city for the purpose of enforcing and assuring compliance with the ordinance. Upon the request of the Enforcement Officer, an owner shall provide access to all interior portions of any vacant property or suspected vacant property in order to permit a complete inspection.
