Progression Program
The City of Tulsa’s Progression Program allows employees to expand his/her job duties, giving the employee the opportunity to advance into higher pay grades based on the acquisition of additional knowledge, skills and abilities.
“What are progression requirements?”
Requirements are tailored for specific progressions and outlined in each criterion document (progression documents and forms available via the intranet). All progressions require a combination of education, training and experience.
“Are there other requirements for progression eligibility?”
An employee must have currently received a proficient or above performance rating; must not have used in excess of 10 days sick leave in the twelve months prior to progression; and must have accrued 2 days sick leave for each year of employment
(approved family medical leave excluded).
“Are all jobs eligible to be progressed?”
No, the job must be within certain job families, a group of closely related jobs. (A current listing of progressions is included for your convenience.) Second, policy states that classifications with supervisory responsibilities will not be a part of a progression family. Third, only a job whose
duties can be expanded and developed is eligible to be progressed. Human Resources makes the final determination regarding job duties.
“How can I afford to go to school?”
The City offers to all regular full-time employees with at least 90 days of service a $600.00 per fiscal year educational reimbursement that includes $60.00 per course for required textbooks. Reimbursements currently are not available.
“How will I, as an employee, be rewarded?”
Once progression is approved by the Human Resources department, the employee is eligible for a pay increase that varies between 5-15% depending on the specific progression, not to exceed the maximum of the pay range.
“Once progressed, does the employee have to maintain a certain work level?”
If an employee does not maintain his/her classification level or receives a performance rating below proficient, the employee will be reduced one pay level.
“How do I get started?”
Contact your supervisor to discuss whether your job is eligible to be progressed and to determine the requirements. When the requirements to progress are completed, non Public Works employees should submit all progression forms and documents to Human Resources, Support Section, City Hall, 8th floor. Public Works employees should submit their paperwork to PW Human Resources, 7th & Houston, 3rd floor.
