Vickie Beyer

Vickie Beyer is the Director of the Management Review Office (MRO), effective March 1, 2011.

Vickie has worked in the Utilities Services section since she joined our City of Tulsa team nearly 14 years ago, and has served as the Utilities Services Manager since March 23, 2005. Before coming to the City of Tulsa, she served in other leadership positions in the customer service and manufacturing industries.

As a CPA, holding a BBA in Accounting, Vickie brings 20-plus years of business experience to the MRO. With her planning and organizational skills, as well as her proven leadership skills, she directed an enterprise group billing, collecting more than $170 million a year. She has developed and overseen budgets and financial projections and implemented many systems and process improvements. Vickie played a significant role in the seamless implementation and conversion to a new utility information system.

She has led projects focused on streamlining and improving work processes and has led strategic and operational planning efforts for the Public Works Department. Vickie is an exemplary High Performance Government champion, serves as a hearing officer and is a member of the AT-OT negotiating team.

Please join me in congratulating Vickie Beyer on her new position as she leads the MRO in helping us implement government efficiency strategies for the future of Tulsa.

Kelly Brader

Kelly Brader has been named MRO Project Manager, effective March 16, 2011.

For the past four years, Kelly served as Senior Internal Auditor for the City of Tulsa where she collected, compiled, analyzed and interpreted data relating to the audit of City operations and financial management systems to ensure program efficiency and effectiveness.

Prior to coming to the City, she served in the Department of Labor for the State of Kansas as State Tax Auditor III where she oversaw the work of State Auditor II's to ensure compliance with Kansas Employment Security Law and conducted complex audits using accounting principles and investigative techniques.

Kelly holds a B.S. in Business Administration and is a Certified Public Manager.

Terry Baxter

With more than 25 years experience at the City of Tulsa, Terry has served the Finance Department as a License and Revenues Supervisor and Revenue Collections & Enforcement Administrator. He was a Senior Systems Analyst for the Tulsa Fire Department, a Technical Services Section Head for 911 and has served as IT Project Manager since June 8, 2010.

Terry has led the City team as project manager for several citywide projects, including Red Flags, the Tulsa Stadium Improvement District, E-Citations, Underground Collections Asset and Workforce Management, and CAD Replacement, to name a few. He has also worked with the Oklahoma Municipal League on legislative initiatives at the state capitol.

Terry holds an MBA from Oklahoma State University.

Nathaniel Brown

Nathan Brown was selected as MRO Project Manager, effective March 16, 2011.

Nathan has seven years of experience at the City of Tulsa, and recently served as the Communications Manager for the Tulsa City Council, where he spearheaded citywide communications strategy, including branding, marketing and internal communications with several departments within the organization.

He has written RFPs for the city council and the City of Tulsa for retail development, the Professional Golf Association for municipal governments, campaign management and online streaming projects. He oversaw media relations activities to support the actions, policies, and products of the city council.

Nathan holds a B.A. in Politics and German Studies Concentration, as well as a Master of European Studies and Business Administration and a Master Certificate in Government Contract Management.
