Ordinance amending Title 27, Tulsa Revised Ordinances, the City’s “Penal Code”; repealing Chapter 25, “Dangerous Substances” in its entirety and enacting a new Chapter 25, titled “Dangerous Substances”; defining terms used; making it an offense to possess marijuana without a valid Oklahoma Medical Marijuana License; prohibiting ingestion of marijuana in public by smoking or vaporizing except as permitted in state statutes; providing that it shall be an offense to possess drug paraphernalia in certain circumstances, to deliver any simulated drug or simulated controlled dangerous substance, and to possess Schedule I through V controlled dangerous substances; clarifying definitions; and preserving civil or criminal prosecutions, suits or proceedings pending in any court.
