Resolution declaring intent to consider approval of one or more Project Plans and creation of Tax Increment Districts under the Local Development Act, including for an area immediately east of Downtown Tulsa known as the Pearl District; directing preparation of Project Plans when appropriate; reappointing a Review Committee; directing the Review Committee to make findings as to eligibility and financial impact, if any, on taxing jurisdictions and business activities within Proposed Districts; directing the Review Committee to make recommendations with respect to any Proposed Project; directing the Review Committee to consider Proposed Project Plans.
