Ordinance to adopt a revision and general code of ordinances for the City of Tulsa, Oklahoma, to be known as the "Tulsa Revised Ordinances," including ordinances defining offenses and prescribing penalties for the violation of the same; repealing all other ordinances except certain ordinances herein excepted; providing the effective date of the Tulsa Revised Ordinances; saving all pending proceedings and existing rights and remedies.
