Performance Strategy and Innovation
The Office of Performance Strategy and
Innovation is the City of Tulsa's new guide as employees embark
on a journey to continuous improvement.
The office will be responsible for: charting a course for the
organization; enlisting employees to explore innovative ideas;
following best business practices; finding cost-savings, and
implementing effective processes and methods for better management
and operations, as well as furthering tried and true successes.
This is a resource for employees to maximize organizational
effectiveness in operations involving management decisions,
policy-making, processes, performance and measurement.
Menu of Services
The Office can assist you with:
- Process identification - attaining a full
understanding of all the steps of a process.
- Information gathering - identifying
objectives, risks, and key controls in a process.
- Interviewing and mapping - understanding the
point of view of individuals in the process and designing actual
- Analysis - utilizing tools and approaches to
make the process run more effectively and efficiently
There will always be opportunities for improvement
somewhere throughout the organization. If you have an idea for how
your department could reduce costs or inefficiencies, or possibly
generate additional revenue for the City, then contact the
Performance Strategy and Innovation staff. We can pull our
Champions together to assist you in defining your goals and
objectives, measuring your baseline, analyzing data to provide more
detailed direction, selecting and testing out methods for
improving, and controlling your initiatives throughout the
The staff can assist you in completing a risk analysis
before you choose a product, service, or design, using Six Sigma's
Failure Mode Effects Analysis (FMEA) worksheet. The FMEA allows us
to analyze the risk based on severity of impact, likelihood of
occurrence, and detectability.
Cross-Functional Department Layouts
Are employees telling you that they consistently have to
walk or drive to get materials to another person or department? The
staff and our Champions can assist in reviewing the layout of your
workspaces based on your staff's functions and organize them in a
way that makes sense and reduces motion waste.
The staff is working in conjunction with Human Resources
to provide a succession plan that is available to departments. It
will include collaboration with Department Heads to identify those
eligible for retirement, proactive conversations with employees
about their career goals, and creating a plan for information
exchange and cross-functional training.
KPI Assessment and Creation
Key Performance Indicators (KPIs) evaluate the success of
an organization or of a particular activity in which it engages.
Accordingly, choosing the right KPIs relies upon a good
understanding of what is important to the organization. The staff
can assist you by providing a benchmark of what other cities
measure and use as performance targets.
Staff can assist you during the budget season. We sit in
with the Mayor's staff during Department presentations and review.
We can help provide you assistance in preparation of your
5S is the name of a workplace organization method that
uses a checklist to set, sort, shine, standardize, and sustain. If
you have a workplace, regardless of whether it's an office setting
or a shop, we can help organize the workspace to maximize the space
and reduce inefficiencies.
The staff currently works with departments to revise the
budget summary documents that go into the budget each year. Those
are short summaries of the mission and work done by the department.
However, creating a strategic plan and reviewing/updating it
frequently can help the entire department to better understand how
they are meeting city-wide goals and to visualize where the
department is going in the future. Staff can work with you to
understand what your priorities and objectives are, ensure you're
communicating that department-wide and city-wide, and offer
guidance and support to implementing your plan.
