Apply now for the City of Tulsa’s Leadership U Program – an opportunity-based development program designed to enhance your understanding of City operations, build leadership confidence, and expand your professional network.

Application Period: May 20 - June 10, 2026, at 11:59 p.m.


Apply for Leadership U Class 9

All applications must be completed through the Leadership U internal job posting in Munis self-service. All components of the process must be received by the closing date to be considered.

Minimum Requirements:

  • Associate’s degree (or equivalent 60 accredited college hours.)
  • One year of experience with the City of Tulsa
  • All other promotional eligibility requirements must be met
  • Completion of the full application process by June 10, 2026, at 11:59 p.m.

How to Apply:

  1. Complete the Leadership U application (link available May 20, 2026)
  2. Complete a short writing exercise (seven questions)
  3. Submit two letters of reference by the deadline

Incomplete applications will not be accepted – all required documents must be attached as instructed. Please attach a transcript that shows you have the college hours required even if your transcript is already on file.

If all application components are submitted by the deadline and minimum requirements are met, applicants will move forward to the panel interview process for consideration into the program.

Requirements for Successful Completion of the Program:

  • Leadership U is a 10-month program that will require commitment from participants beyond regular job responsibilities. Candidates must commit to the following:
  • Full attendance at orientation (Tentatively scheduled for September 16, 2026)
  • Maintaining a minimum level of 80% attendance in the total program
  • Maintaining a proficient level of performance at your current job with the City of Tulsa
  • Full support of the participant’s Supervisor
