Welcome to the City of Tulsa, Planning Online

Our dedicated City of Tulsa planners collaborate with citizens, neighborhood and business groups, designers and engineers, as well as other City departments to assess every aspect involved in a planning project.

City planners also follow best practices of urban planning and design to develop short- and long-range plans that identify and prioritize community improvements in the public realm.

All of these plans work together and identify where and how to use public funds and set the stage for private investment that fosters...

  • Economic Development
  • Public Safety and
  • Quality of Life

NEW Small Area Plan Guide

The Planning and Development Department - Planning Division is pleased to provide A Guide to Small Area Planning for your convenience and reference.

This Guide is an informal discussion about the small area planning process as defined in PLANiTULSA, the Tulsa Comprehensive Plan. It is designed to inform and educate a broad spectrum of interested parties, including neighborhood residents, elected and appointed officials, developers, and business investors.

Since PLANiTULSA's adoption and approval in 2010, the Planning Division has facilitated the development of four Small Area Plans (SAP) and the Crosbie Heights SAP is currently in process. We hope the Guide will serve as an easy reference to our community's planning objectives as we continue to implement PLANiTULSA.

About Us

The mission of the Planning Department is to help Tulsans shape the kind of city they want in the future, according to the Comprehensive Plan. The Tulsa Comprehensive Plan - the City's policy guide for land use and development - was updated in 2010 through a citywide process known as PLANiTULSA.

Land use regulations, staffing the Tulsa Metropolitan Area Planning Commission and the Board of Adjustment and administering zoning and subdivision codes for the City of Tulsa are administered planners at the Indian Nations Council of Governments (INCOG), Land Development Services Division.
