There is hereby created an Animal Welfare Commission (the"Commission"), which shall consist of five(5) members appointed by the Mayor, subject to the confirmation of the City Council. The Mayor shall designate one (1) initial appointee as Chair of the Commission, subject to City Council confirmation. Subsequent to the initial term described in Section 1300(A), below, the Commission shall elect a Chair from among its members. Arts Commission of City of Tulsa (ARTS)

Purpose: |
The Commission is charged with assisting the City in matters concerning public artwork, giving guidance in purchases and maintenance of existing artwork, providing a source of respected opinions and advice concerning public matters having aesthetic implications, reviewing public signage issues (including neighborhood signs), stimulating superior aesthetic quality in all phases of physical development within the community and assisting in the procurement of additional works of public art. |

Restriction: |
The Commission shall be composed of thirteen (13) members appointed by the Mayor,
subject to the approval of the Council. Four shall be lay members and the others shall
include a musician, a performing artist, two (2) architects, one (1) landscape architect, one
(1) representative from Arts Alliance Tulsa and three (3) representatives from the Arts &
Humanities Council of Tulsa d/b/a ahha Tulsa. The Chairperson of the Tulsa Metropolitan
Area Planning Commission, the City-County Library Board, and the Tulsa Park and
Recreation Board or their designees shall be advisory members of the Commission. The
Mayor shall select persons of recognized public stature with demonstrated professional
capabilities in their fields and who are interested in the aesthetic quality of the City of
Tulsa. In instances where matters within the purview of the Commission fall within the
jurisdiction of any governmental entity or agency not a part of the government of the City
of Tulsa, such as an Independent School District, the chief administrative officer of the
affected entity or agency shall be added to the membership of the Commission during
consideration of the individual project in which his agency is concerned. Such temporary
membership shall not entitle the member to vote. Members shall be appointed for three (3)
year terms; provided, however, that all members shall hold office until their successors are
appointed and qualified. Members of the Commission shall serve without compensation
and no member shall receive any compensation from the City or from any trust, donation
or legacy for any service relating to membership on the Commission.”

Restriction: |
The Audit Committee shall consist of seven (7) members, to-wit: the Mayor, or his or her designee, the City Auditor, or his or her designee, the current Chair of the City Council, or his or her designee, and four (4) citizens at-large who shall be appointed by the Mayor, subject to the approval of the Council. Of the four (4) citizen appointees, the Mayor shall select individuals who are qualified due to experience with financial or auditing matters and who are not employees of the City of Tulsa. No members shall receive any form of payment from the City or from any trust, donation or legacy for any service relating to membership on the Committee.
The at-large committee members shall be appointed for terms of three (3) years ending December thirty-first (31st) of the third year following, provided, however, that all members shall hold office until their successors are appointed and qualified. |

Restriction: |
Membership of the Development Committee shall consist of:1.All Tulsa City councilors, who shall serve ex-officio and not be counted for purposes of establishing a quorum;2.One (1) representative of the Indian Nations Council of Governments (INCOG) designated by the Director of INCOG;3.Five (5) residents of the City of Tulsa, designated by the City Council, three (3) of whom reside in a low- to moderate-income census Tract; however, no more than one (1) citizen so appointed shall reside in any one (1) City Council district;4.One (1) representative from a financial institution, designated by the Mayor;5.One (1) representative from the Continuum of Care, designated by the Mayor;6.One (1) representative with grant allocation experience, designated by the Mayor; and7.One (1) representative from the City of Tulsa Planning and Development Department, designated by the Planning Director.
The terms of the members described in A.2, 4, 5, 6, and 7 above, who were appointed in the year 2015, shall expire on June 30, 2016. The terms of the five (5) members who are residents of the City of Tulsa as described in A.3 above, who were appointed in the year 2015, shall expire on June 30, 2017. All members shall be appointed to a two (2)-year term commencing on July 1 of the year of their appointment.
No members shall be affiliated with any agency that is requesting or has received funding for a City administered HUD funded project.

Restriction: |
MEMBERS: There is hereby created an Election District Commission which shall consist of five (5) members, to be appointed by the Mayor subject to confirmation by a majority vote of the entire membership of the Council. Of the five (5) said members, two (2) shall be affiliated with the political party having the largest number of registered voters within the city as of the date of the preceding general election, two (2) shall be affiliated with the political party having the second largest number of such voters, and one (1) shall be an independent voter. Said members shall not have changed their political party affiliation within the last year. All members shall be registered voters and residents of the City of Tulsa. No two (2) of the members shall be residents of the same Council district at the time of their appointment. The appointments shall be made and the Election District Commission shall be organized no later than the 1st day of July, 2021, and no later than the 1st day of July of each tenth year thereafter. |

Shall be composed of twenty-three (23) members appointed by the Mayor and confirmed by a majority vote of the entire membership of the Council. Twelve (12) of the twenty-three members shall each be the sole member representative of twelve (12) separate organizations, such organizations to be determined by the Mayor and submitted to, and approved by majority vote of the entire membership of the Council. Such twelve organizations must have as their primary mission either the advancement of African-American culture and heritage, or the provision of services to the African-American community in Tulsa County. If the duly appointed member representative of an approved organization ceases to be an active member in good standing of such organization, the member position immediately becomes vacant and the vacancy shall be filled for completion of the term of the vacating member, all as provided in this Section. The Human Rights Commission of the City of Tulsa shall consist of no more than fifteen (15) nor fewer than twelve (12) members appointed by the Mayor, subject to confirmation by a majority vote of the entire membership of the Council. All members shall, as a condition of their appointment and continued service, be qualified electors and maintain their principal residence within the city limits of the City of Tulsa. The membership shall be constituted as follows: one (1) member who is serving on the African-American Affairs Commission; one (1) member who is serving on the Hispanic Affairs Commission; one (1) member who is serving on the Indian Affairs Commission; one (1) member who is serving on the Commission on the Status of Women; one (1) member who is an advocate for the rights of individuals with disabilities or the provision of services to them, but it is not necessary that this member have a disability as defined in Section 101 E. herein; one (1) member who is an advocate for the rights of the lesbian, gay, bisexual, transgender, and queer communities; one (1) member who is an advocate for issues uniquely impacting Tulsa’s community of veterans; and the remaining members at large. The purpose of the Infrastructure and Development Advisory Board (Board) is to establish a group of subject matter experts that can offer input and guidance on issues related to infrastructure and real estate development. The membership shall be as follows: 2 - Consulting engineers in the project development business; 1 - Member at large appointed by the Mayor; 1 - Attorney specializing in development; 2 – Developer; 1 - Independent business person; 2 - Representative from organized labor within the building trades; 2 - Construction contractor; 1 - Representative from homebuilder's association; and 1 - Homeowner association or neighborhood association member. All appointments shall be for terms of three (3) years; provided, however, that all members shall serve until their successors are appointed and qualified. If a vacancy shall occur otherwise than by expiration of term, it shall be filled by the Mayor by appointment for the unexpired term, subject to confirmation by Council. The Tulsa Route 66 Commission is created for the purposes of advising the Mayor and Council:
A. On research and identification of best practices or examples of successful community revitalization and building effective strategies for leveraging tourism for economic development along historic Route 66 in the City of Tulsa.
B. On ideas and proposals to develop a comprehensive marketing and communications strategy to promote the road that leverages social media and provides a cohesive website and a clearinghouse for information.
C. On ideas and proposals on strategies to educate the public, tour operators, communities, entrepreneurs, governments and the next generation about the history, cultural importance, economic value, attractions, and business opportunities along historic Route 66 in the City of Tulsa.

The Commission shall be composed of nineteen (19) members appointed by the Mayor and confirmed by the Council. The members shall be thirteen members representing a diverse array of Route 66 street alignments, Council districts, and industries, and the following individuals or their designees: the Tulsa City Councilors for Districts 1, 2, 3, 4, 5 and 6. However, no more than four (4) individuals holding the office of City Councilor shall personally hold the commission seat at any time.
Beginning July 1, 2024, one-third (?) of the members shall be appointed for terms of one (1) year; one-third (?) for terms of two (2) years; and one-third (?) for terms of three (3) years. Thereafter, members shall be appointed for three (3) year terms; provided, however, that all members shall hold office until their successors are appointed and qualified. Members of the Commission shall serve without compensation and no member shall receive any compensation from the City or from any trust, donation or legacy for any service relating to membership on the Commission.

The Review Committee shall meet at least two times for its appointed purposes, at a place to be mutually agreed upon by the Parties, and all Review Committee meetings shall be subject to the Oklahoma Open Meeting Act. |
Restriction: |
Membership: One representative from the Tulsa City Council and one representative from the Tulsa County Board of Commissioners shall serve as co-chairpersons of the Review Committee. The City Council co-chair shall preside over meetings of the Review Committee, and the County Commission co-chair shall preside in the absence of the City Council co-chair. (1) There shall be a total of thirteen (13) Trustees of this Trust. The Trustees shall all be citizens and residents of the Beneficiary.
a) The Mayor of the City of Tulsa (the "Mayor") and each of the five Commissioners of the Tulsa Development Authority, an Oklahoma Urban Renewal Authority (the "TOA Commissioners") shall be ex-officio Trustees with all rights, privileges, duties and responsibilities of the Trustees as herein provided, and shall serve for their respective terms of office (each a "Term of Office") and be succeeded by their successors in office; PROVIDED, HOWEVER, the Mayor may appoint an officer or full-time employee of the City of Tulsa to attend meetings of the Trust as the representative of the Mayor and such representative shall be vested with all rights, privileges, duties and responsibilities of the Trustees as herein provided, for the period of such appointment.
b) There shall be seven (7) additional Trustees appointed by the Mayor subject to the approval of the City Council; the Trustees shall initially serve staggered terms as set out below.
(1) Office No. One, Craig Abrahamson, shall serve a term ending June 30, 2022.
(2) Office No. Two, Larry Rooney, shall serve a term ending June 30, 2022.
(3) Office No. Three, Terrell Siegfried, shall serve a term ending June 30, 2023.

The non-voting Ex Officio membership shall be composed of two (2) members as follows: a member of the Arts Commission and a member of the Planning Commission.
