2026 Floodplain Management Plan & Repetitive Loss Area Analysis Update

Repetitive Loss Areas are locations within Tulsa that have experienced multiple flood insurance claims over time. As part of FEMA’s Community Rating System (CRS) program, the City of Tulsa conducts a Repetitive Loss Area Analysis to better understand why flooding recurs in certain neighborhoods and to guide mitigation efforts that reduce future damage. The 2026 update includes a citywide assessment along with detailed basin-specific reports for East Tulsa, Joe Creek, Lower Middle Mingo, Lower Mingo, Mid Tulsa, North Tulsa, Northwest Tulsa, South Tulsa, Southwest Tulsa, Upper Middle Mingo, and Upper Mingo. These insights help Tulsa target resources where they are most effective, support long‑term community resilience, and maintain strong participation in the CRS program, which provides flood‑insurance savings for residents.
