COVID-19 Relief Grant

Letter of Intent

The City of Tulsa is seeking Letters of Intent to award up to an additional $7 million in reimbursable grants to local 501(c)(3) nonprofits. In this process, the City aims to select nonprofit subrecipient organizations to develop and implement programs that respond to the public health emergency or lessen the negative economic impact of the pandemic. 

Letters of Intent must address the pandemic recovery needs of Tulsans, be consistent with ARPA guidance, and may be informed by the City's Community Needs Survey or other needs identified independently by the nonprofit community. Project proposal budgets should be at least $10,000 and no more than $1,000,000. Project programming should anticipate starting no sooner than spring of 2023 with the entirety of the grant funds expended within 12 months. No brick-and-mortar capital expenses will be considered.

Letters of intent prioritizing impacted or disproportionately impacted citizens and organizations collaborating with other nonprofits are highly encouraged to apply.

A submitted Letter of Intent is not a guarantee of funding nor is it an application for funding through this program. Only Tulsa-based, 501(c)(3) nonprofits that submitted a Letter of Intent will be invited to apply for funds when the Request for Proposal is released.

Community Needs Survey

This call for a Letter of Intent follows the conclusion of the ARPA Community Needs Survey, which was conducted in late July and early August and received more than 1,300 responses from the Tulsa community.  

Housing assistance, mental health, food security, children and youth services, health care and financial stability topped the list of issues respondents would like to see addressed.   

These topics are closely related to the self-reported challenges people have faced recovering from the COVID-19 pandemic: reduction in income, new debt and an increase in expenses, fear of illness, emotional isolation, and educational and emotional support for children. 

Results will help guide and influence funding award decisions for local 501(c)(3) nonprofit organizations on this upcoming investment in our community. 

ARPA COVID-19 Relief Grant - 2021

In 2021, the City of Tulsa launched a Request for Proposals (RFP) process to award $6.5 million in grants from COVID-19 relief funding to help local nonprofits address the effects of the pandemic. These ARPA grants focused on at least one of the following purposes:

Nearly 200 organizations applied for funding. After careful review by the City Council and the Mayor, 70 nonprofit organizations were selected for a reimbursable grant award. The period of service of these projects have generally been one year and have focused on building a more resilient Tulsa.
