The City's Housing Office manages grants and loan programs to help qualifying homeowners needing assistance with rehabilitation of their properties. The programs are funded by the U.S. Department of Housing and Urban Development. The programs are only available to homeowners in the city limits of Tulsa who meet all program requirements, including the income limits.
The Emergency Repair Grant program provides emergency home repairs for owner-occupied households located in Tulsa city limits whose household income is at or below 50% of the Area Median Income (AMI). Eligible repairs include items that pose an immediate threat to the health and safety of the occupants. The applicant must own and occupy the residence and not be located within a designated floodplain area.
This is a grant program and is not required to be repaid.

The Rehabilitation Loan program provides major home repairs for owner-occupied households located in Tulsa city limits whose household income is at or below 80% of the Area Median Income (AMI). Eligible repairs include items that may lead to long-term habitability concerns. The applicant must own and occupy the residence and not be located within a designated floodplain area.
This is a loan program that is forgiven if the home remains in compliance for are least five (5) years. Compliance includes maintaining residency, holding an active homeowners’ insurance policy, and keeping property taxes up to date.
