Utility Payment Options

The City's Utility Billing system is currently up with limited access due to a recent ransomware attack. 

Paying Online

You will need:

Pay Online  

You can view your bills dating back to May 1, 2021, under the "Manage Bills" tab, and the "Account Summary" will show you your water meter readings and consumption history. You can also enroll in autopayments and make changes to the bank account being used for auto-payments. 

There is no fee for paying online. 

Paying Through Paperless Billing

For those on paperless billing, your bills will be emailed from the email domain 

In Person Payments

City Hall
Pay your utility bill at the City Hall cashier windows located inside the 2nd Street entrance of City Hall. Windows are open from 8 a.m. - 5 p.m. Payment can be made with cash, check, or money order. A night depository is located on the plaza just west of the entrance to City Hall, 175 E. 2nd Street. Do not place cash in the night depository.

Payments made through this system may take 1-2 business days to post to your account and will include a $1.50 fee.

Phone payments can be accepted through our IVR system when you call (918) 596-9511.

Bill Pay Assistance

Customers with past-due balances should either pay them, setup a payment arrangement (instructions below), or expect additional late fees and/or water shutoffs to occur.  

Those needing utility assistance can:

  1. Contact Customer Care by dialing 311 or (918) 596-2100 (if located outside City limits) to setup a payment arrangement to spread the existing balance across three equal monthly installments
    • The quickest way to make payment arrangements is by calling 311 – Once in the automated system, callers can speak “Main Menu,” then “Payments,” then “Payment Arrangements” 
  2. Call 211 for financial assistance
    • Tulsans may also setup financial counseling at no cost through the Tulsa Financial Empowerment Center by calling (918) 802-7279
  3. Potentially qualify for assistance through the Emergency Rental Assistance Program
