TulStat

In March 2017, Mayor Bynum kicked off a series of forums, called TulStat, focused on having regular conversations about operational performance linked to community-wide outcomes.

TulStat Mission:

The mission of TulStat is to create a forum for department leaders to share accurate information, create strategies, deploy resources, and provide for regular follow-up on progress toward goals.

TulStat Tenants and Purpose:

  • Accurate and timely goal oriented data
  • Effective tactics and strategies
  • Rapid deployment of resources
  • Follow-up and assessment

Outcomes:

  • Create a space for regular dialog about performance metrics
  • Understand how strategies impact outcomes and strategic goals
  • Use data to inform decision-making
  • Foster deep understanding of operational data, facilitating process transparency and productive communication with the ultimate goal of impacting outcomes
  • Serve as a regular source of ideas for efficiency and innovation
  • Serve as a space for continuous learning
  • Improve performance via discussion, accountability, and follow-up.

Process:

  1. OPSI meets with department leadership to determine issues, measurable goals, data and strategies to be discussed in the TulStat meeting (15 days out)
  2. OPSI follows up with designated department data analyst and department leadership to begin development of slide deck framework. Target 3-4 issues/goals/strategies combinations. (12 days out)
  3. Department data analyst prepares data, charts, graphs, and maps. OPSI staff will work with department staff on analysis, visualization and communicating data.
  4. OPSI staff meets with department leadership and analyst to finalize slide deck and prepare pre-meeting memo. (5 days out)
  5. OPSI staff compiles pre-meeting memo and finalizes slide deck (2 days out)
  6. TulStat Meeting Outline
