City of Tulsa Launches Pre-K for All Campaign to Increase Enrollment for Four-Year-Olds

2/26/2026

This week, the City of Tulsa will launch its Pre-K for All campaign, a citywide initiative designed to increase enrollment among eligible four-year-olds and strengthen kindergarten readiness across Tulsa.

The campaign is led by the Mayor’s Office of Children, Youth, and Families (MOCYF) and is supported by community partners, school districts, and early childhood advocates across the city. Through the campaign, families can now access PreKTulsa.com, a one-stop website that helps parents enroll their children in their district’s Pre-K program.

“Preparing children for success starts long before the first day of kindergarten,” said Mayor Monroe Nichols. “Every child deserves a good start, but too many families don’t know free, full day Pre-K is available or how to sign up. This campaign cuts through the confusion."

Currently, approximately 68 percent of eligible four-year-olds in Tulsa are enrolled in Pre-K. The City and its partners aim to increase that number to at least 75 percent, with the long-term goal of universal access for all eligible children.

The Pre-K for All campaign builds on the first year of work by MOCYF, which was created by executive order in February 2025 to align cross-sector efforts around measurable outcomes for children and youth. The Office operates in partnership with ImpactTulsa and works through the Tulsa Children’s Cabinet and Action Alliances to coordinate strategy and accountability.

“Right now, every school district has its own enrollment process,” said Ana Barros, Executive Director of Collaboration and Partnerships at ImpactTulsa. “We are sharing information on the long-term value of Pre-K while helping families figure out which one serves their neighborhood and what they need to do to sign up.”

School districts across Tulsa County are participating in the campaign, underscoring a shared commitment to early learning as a foundation for long-term student success.

"Access to high-quality early childhood education is a crucial first step for our youngest learners," said Dr. Ebony Johnson, Superintendent of Tulsa Public Schools and MOCYF Board Member. "We know that the free, full-day pre-Kindergarten options available across Tulsa Public Schools set young people up for success in elementary school and beyond. With families as our partners, these early learning opportunities can change the trajectory of a student's academic career and set them up to thrive into adulthood."

“As a longtime provider of quality Pre-K programs, Union places a high value on early childhood education,” said Dr. John Federline, Superintendent for Union Public Schools and MOCYF Board Member. “We know from experience that Pre-K prepares students for success not only in kindergarten but later in life. Union Public Schools fully supports making pre-k education widely accessible to our community and building a stronger future for the Tulsa area.”

“Students enrolled in full-time Pre-K are given the opportunity to build foundational academic skills to allow them to thrive as they progress in elementary grades and beyond,” said Dr. Stacey Butterfield, Superintendent of Jenks Public Schools and MOCYF Board Member. “Research shows that children who attend high-quality Pre-K programs enter kindergarten with stronger literacy, language, and math skills, while also building the social competence to navigate a school environment and engage confidently with others. The advantages offered through full-time Pre-K set the stage for long-term success in school and beyond.”

The Pre-K for All campaign serves families across Tulsa and is designed to remove barriers to enrollment by centralizing information and simplifying access. To find your district-specific enrollment information and begin the process, visit PreKTulsa.com.
