The City of Tulsa, the Mayor’s Office, and District 7 City Councilor Lori Decter Wright will host a community town hall to discuss redevelopment plans for the former Vista Shadow Mountain Apartments. The event will take place Monday, November 3, at 6:30 p.m. in the Union High School Grand Hall, 6636 S. Mingo Rd.
Once one of South Tulsa’s largest apartment complexes, Vista Shadow Mountain was vacated several years ago due to extensive code and fire safety violations. Since then, the property has stood empty - a visible reminder of the importance of safe, well-maintained housing across Tulsa.
The City of Tulsa recently waived all existing municipal violations at the property and issued permits for the first phase of redevelopment, marking a major step forward in restoring nearly 600 much-needed housing units to the community.
“Every Tulsan deserves to live in safe and quality housing,” Mayor Monroe Nichols said. “The redevelopment of Vista Shadow Mountain represents both accountability and progress - holding property owners to City standards while working together to bring new housing online faster. Tulsa urgently needs more housing at all price points, and this project will play an important role in meeting that demand.”
Over the past year, the City has worked closely with the property owner to advance a redevelopment plan that includes full rehabilitation of all units, including the installation of modern fire suppression systems and compliance with current building codes. Under the approved timeline, approximately 65 units are expected to be habitable within one year, with full redevelopment completed in four years - one year ahead of the original five-year schedule.
“This property has a difficult history, and I understand why neighbors are cautious because I am, too,” District 7 City Councilor Lori Decter Wright said. “While I’m encouraged to see steps finally being taken, I’ll be watching closely to make sure this redevelopment truly delivers for our community. This town hall is a chance for residents to hear directly from those involved, ask questions, and ensure accountability moving forward.”
To maintain accountability and transparency, the City has stipulated that if redevelopment does not proceed according to the approved plans, the City will take immediate enforcement action to ensure compliance with all applicable codes and ordinances.
The redevelopment of Vista Shadow Mountain will also fall under the City’s new Multifamily Inspection Program, which proactively inspects all multifamily properties and re-inspects them on a 1, 2, or 3-year cycle based on property conditions.
