Mayor Presents Two City Employees with Tulsa Blue Awards for Helping Locate Missing Teen

This morning during a special employee recognition ceremony at City Hall, Mayor Monroe Nichols presented the Michael P. Kier Tulsa Blue Award to two City of Tulsa employees for their quick thinking in helping locate a missing teen last October.
“I am honored to recognize Will and Ryan for their hard work, dedication and commitment to the City of Tulsa,” said Tulsa Mayor Monroe Nichols. “These gentlemen displayed quick thinking and compassion to support a missing youth in need of assistance, and as Mayor, and as a father, I'm grateful for their public service and attention to maintaining a safe community. As we come together as a city to become the safest big city in the country, I'm proud of the work of all our employees in building a safer and stronger Tulsa."
About William Carnley and Ryan Reilly - Michael P. Kier Tulsa Blue Award
As parking inspectors within the Parking Division of the City's Asset Management Department, Will and Ryan were on lunch in October of 2025 when they noticed an unsupervised teen in the Downtown area.
The two employees calmly approached the teen, inquired about their wellbeing and coordinated with local outreach and law enforcement teams. Ultimately, it was found that the teen had been missing from Norman, Oklahoma, for several weeks - and their efforts helped provide necessary assistance in resolving the situation.
Will and Ryan are shining examples of the vital role our employees have within the community, even while they are off the clock.
