The City of Tulsa offers many benefits to fit your budget and lifestyle. You are eligible for most benefits on the first of the month following 30 days of full-time employment. All pricing is bi-weekly.
Medical Plans – Blue Cross Blue Shield
Blue Cross Blue Shield is our medical insurance provider and we offer four levels of coverage to choose from: Employee Only, Employee and Children, Employee and Spouse and Family Coverage-all offering you more flexibility to best suit your needs.
You can select one of two plan structures:
CareATC-Primary Care Option or,
Heath Savings Account (HSA) Option
And two networks:
Tulsa Blue Network (Hillcrest) or,
Blue Options Select (St. Francis)
CareATC provides full access to primary care centers located throughout the Tulsa area, including FREE primary care services, exams, health assessments, basic lab work, x-rays and an extensive prescription drug formulary. $3,000/$4,500 individual Deductible for non-CareATC services; $6,000-$9,000 family deductible for non-CareATC services.
Employee Only: $6.12 or $14.08 per pay period
Employee and Children: $31.85 or $46.96 per pay period
Employee and Spouse: $61.25 or $78.76 per pay period
Employee and Family: $87.94 or $112.61 per pay period
$1,500 HSA Option
The City will contribute $1,500 toward a Health Savings Account (HSA) to help you with deductibles, prescriptions, emergency room visits, etc. You can supplement these savings, and any balance in this account can roll over from year to year. $3,000/$4,500 individual deductible- $6,000/$9,000 family deductible.

MetLife provides four options. More expensive monthly options reduce copays, increase hardware allowances, and increase the frequency of hardware reimbursements.
Employee only – $2.39 - $4.45 per pay period

Life Insurance – MetLife
Employee coverage equal to two times annual base salary is provided at no cost to the employee. Supplemental Life and is available up to an additional $500,000, including coverage for spouses and dependents.
Telemedicine – Teladoc
The plan allows you to contact U.S. board certified doctors by phone or video chat to discuss and diagnose minor illness like cold and flu symptoms, allergies, urinary tract infections, and more. Service is available at all hours everyday.
Long-term Disability Insurance – MetLife
Three options provide coverage at 40 percent, 50 percent, or 60 percent of salary up to $10,000 monthly. Coverage begins on the 180 day after disability. Pricing is based on coverage option, compensation, and age.
Short-term Disability Insurance – MetLife
Three options provide coverage at 40 percent, 50 percent, or 60 percent. Coverage begins on the 8th day after disability. Pricing is based on coverage option, compensation, and age.
Accident Insurance – Voya
A pre-tax benefit that provides direct payment for non-work related accidents. Wellness benefit: for important preventive tests, pays $100 per adult, and $50 per child.

Employee AD&D Insurance – MetLife
Allows you to protect your family should something happen due to an accident. Coverage ranges from $5K to $500K. Coverage for spouse and/or children is also available.
Critical Illness – Voya
This pre-tax benefit provides a lump sum payment based on your election from $5,000 to $30,000 for certain critical illnesses like heart attack, stroke, and cancer. Wellness Benefit: for important preventive tests, plan pays $100 per adult, and $50 per child. Pricing is based on age and tobacco usage.
This pre-tax benefit provides payments for inpatient admissions, each day of the inpatient stay, including inpatient rehabilitation, and a family hotel if 50 miles from home. There are two options available.
Flexible Spending Account – WageWorks
This account allows you to pay for unreimbursed medical, dental, prescription, vision and child care expenses with pretax dollars. This lowers your taxable income which means you keep more of your money. Debit cards are provided for the medical FSAs.
Health Savings Accounts – WageWorks
This account can only be opened with the medical plans marked “HSA”. These accounts are employee owned, allowing you to pay for unreimbursed medical, dental, prescription, and vision expenses with pretax dollars. The amount you can save from year to year.
Legal Plan – Hyatt Legal
This plan provides a variety of legal services, involving wills, trusts, contracts, divorce, and routine traffic tickets. Plan does not cover criminal cases or drunk driving offenses.
Employee Assistance Program (EAP)
The City of Tulsa offers a confidential employee assistance program for employees and/or immediate family members who are experiencing personal problems. Private appointments can be made for any type of personal problem(s) that may be too much to handle alone. This assistance is available through Community Care EAP at (918) 594-5232.
Wellness and Fitness
The City of Tulsa offers multiple wellness opportunities to City employees. We offer free access to exercise facilities at our City Recreation Facilities; monthly newsletters addressing current wellness topics; and gym membership or fitness competition reimbursements are available up to $180/year.
Retirement Plan – MERP (Pension)
Employees are required to defer 6.5 percent on a pre-tax basis. Full-time employees will begin participation in the plan on the first day of the month following their first day of employment. The City of Tulsa’s contribution to the retirement fund equals 15.5 percent of your earnings. The Rule of 90 provides retirement income when continuous service and age equal 90.
Deferred Compensation Plan – Fidelity
To help supplement your retirement income, this voluntary plan permits you to defer a minimum of $10 per pay period pre-tax or Roth. The City of Tulsa will deposit an additional $0.50 for every dollar of employee contribution up to a maximum of $25 per month during the first two years of initial participation in the plan. In-Plan Roth Conversions are also allowed. Employees may begin participation in the plan immediately.
Internal Promotions & Progression Program
The City of Tulsa advertises all vacancies to City Employees first. This provides employees initial consideration for a higher level position vacancies, offering them better pay and more career growth. Sign up for Email Alerts through our Employment page to be notified when new internal jobs are posted. Employees may apply for internal positions after six months from initial hire date.
In addition, several positions are in a Progression Program. This program enables employees, as they gain experience & education, to move up within their job category; thus increasing their pay.
Initial Probationary Period
Upon initial appointment to a classified position with the City of Tulsa, an employee shall serve a twelve month probationary period.
All full-time and part-time classified employees will receive time off with pay for the following thirteen holidays:

The amount of vacation time to be accrued upon completion of each calendar month of service by regular employees is as follows: Note: Must be employed a minimum of three months to be eligible for vacation days (¼ of yearly accrual; 3.5 days).

0 to 5 years – 14 days a year
5 but less than 10 years – 16 days a year
10 but less than 15 years – 21 days a year
15 but less than 20 years – 23 days a year
20 but less than 25 years – 25 days a year
25 years or more – 26 days a year
Eligible employees may receive sick leave during their first year of employment. An accrual of twelve days per year is granted only for sick leave purposes. An employee may accrue a maximum of 150 working days of sick leave. An employee may exchange one sick day for a vacation day, based on accrual beyond 120 days.
City Hall Parking
City of Tulsa employees working at One Technology Center are eligible to receive discounted, convenient downtown parking. The City of Tulsa subsidizes a portion of the cost of either parking or MTTA bus passes. There are four lots to choose from:
