Grants

The City of Tulsa receives federal allocations through Community Development Block Grant (CDBG), Home Investment Partnership Grant (HOME) Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA).

Grants Administration coordinates and oversees all aspects of the grant submissions and provides oversight to ensure ethical compliance. In addition, Grants Administration provides support to City departments to ensure the implementation of policies and practices are in compliance with applicable Federal, State, and local laws, regulations, and contract stipulations. Grants also provides expertise in budgeting, reporting and contract and compliance monitoring.

HUD Accomplishments Report

The City is pleased to share a summary of the accomplishments achieved for Program Years 2022, 2023, and 2024 in the HUD Accomplishments Reports below. This funding comes from the following HUD programs: Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA). Additionally, the City received Coronavirus Aid Relief and Economic Security (CARES) Act funding creating CDBG-CV and ESG-CV activities.

NOTICE OF PY25 CAPER PUBLIC HEARING & COMMENT PERIOD 

The HUD Community Development Committee for the City of Tulsa will hold a Public Hearing on the Program Year 2025 Consolidated Annual Performance and Evaluation Report (PY25 CAPER). The CAPER draft will be online and available for public comment period from September 10, 2026, through September 25, 2026. Any comments can be emailed to grantsadmin@cityoftulsa.org.  

The Public Hearing for the PY25 CAPER will be held at City Hall, 175 E. 2nd Street, Council Chambers, 2nd Floor on Thursday, September 24, 2026, at 5 p.m. The purpose of the hearing is to consider the CAPER draft and to receive comments from the public.  

Interested persons are encouraged to attend and be heard. If you are unable to attend, all comments should be directed in writing to the attention of Grant Administration at 175 E 2nd Street, Suite 1560, Tulsa OK 74103 or emailed to grantsadmin@cityoftulsa.org.
